Primitive form of goverment, such Despotism or even Monarchy, will not
produce significant science output from small cities.
Small cities have still large global production and taxes potential,
but if you want to have reasonable advance,
you should also take care on big cities.
Big cities (especially capital city, this is why palace is adding 50%
to your science points), were always the center of culture and research.
You can also boost your advance speed by dedicated workers, called
'scientist'
(they can be set in any city larger than 4, just switch off one less
important worker and click on its icon).
Each scientist is producing 3 science points per turn.
